Chief Executive Officer
As a seventh-generation Floridian, Ms. Vicki Wynns was born in Jacksonville and raised in Sumter County, Florida. In 1984, she received an Associate of Science Degree in Nursing at the Central Florida Community College in Ocala, Florida. Vicki received a Completed Associate of Arts Degree in 2000 from the Lake Sumter Community College in Leesburg, Florida. In 2001, she received a Bachelor of Science in Nursing through the University of Central Florida and has a Master of Business Administration, Healthcare Management from Western Governors University.
While continuing her education and maintaining a full-time position as a Registered Nurse at Leesburg Regional Medical Center, Vicki married Brian Wynns and became a mother of 3 children, Jordan, Mallory, and Madison. Prior to joining Langley Health Services Vicki was the Director of Maternal Child Health and Pediatric Departments at Leesburg Regional Medical Center for the last 12 years of her tenure in the hospital. Vicki is very involved in the community as a member of Sumter Leadership in 2010. She is a member of the Lake Sumter State College Healthcare Advisory Committee and the Sumter District Adult Education Career Training Committee serving to assist in guiding the local education system to prepare the workforce for a career in healthcare. Vicki served as President of the board of the Healthy Start Program in 2011 and 2012 having served on the Board of Directors for the last 5 years prior to joining the executive team at Project Health, Inc. In 2015 she was awarded the Professional Achievement Award from Lake Sumter State College. She has a long career of working with women, newborns, and pediatrics populations and their families across all social, economic, and education levels.
Ms. Wynns has brought that same dedication, energy, and motivation to her leadership at Langley Health Services. She has the privilege of leading other likeminded professionals to influence the growth, financial stability and long-term sustainability of the organization as well as to positively impact the health and wellness of the families served by Langley Health Services. Now serving as CEO, she leads alongside a strong, collaborative executive team that plays a key role in Langley’s continued growth and long-term presence in the tri-county services area.
Chief Compliance and Quality Officer
Rebecca Hallman was born in Felda, Florida and raised in Hernando County, Florida. In 2008, she received a Bachelor of Science degree in Family, Youth, and Community Sciences with a minor in Education from the University of Florida. Upon graduation, she began working for Children’s Medical Services in the Social Work department. In this role, she was able to assist medically needy children and their families to obtain social services that allowed for better health outcomes. While at this job, Ms. Hallman realized her desire to become a nurse that focused in Public Health. In 2014, she graduated from Florida State University with a Bachelor of Science in Nursing and became a State of Florida licensed Registered Nurse in the same year. Prior to joining Langley Health Services (LHS), she worked at St. Joseph’s Hospital (Tampa, FL) in a medical-surgical unit and at another FQHC, Premier Community Healthcare (Dade City, FL), as a RN in the Nurse Family Partnership program.
Ms. Hallman joined LHS in 2015 as a RN Team Lead, was promoted to Director of Nursing and Operations in 2016, and promoted to Associate Chief Operating Officer in 2021, and most recently in 2025 promoted to Chief Compliance and Quality Officer. While in these roles at LHS, she has remained committed to assisting in the improvement of the day-to-day operations at all clinics, improving the quality of care that every patient receives, and building a strong employee team.
Chief Strategy Officer
John M Sivon currently serves as the Chief Strategy Officer for Project Health, Inc. (PHI). In this role, John works closely with the Chief Executive Officer, Tom Chase, in formulating a plan to meet the strategic goals set forth by the organization. John was introduced to PHI while working as a community pharmacist in 2014, and became a member of the PHI team in 2015 as the Director of Pharmacy. While managing the operations of the Pharmacy, his twenty-plus years of community pharmacy experience, during which he was the recipient of the Pfizer Excellence in Community Pharmacy Award, provided the foundation needed to lead his pharmacy team to becoming one of the highest producing service lines within the organization. It was during this time that John also developed PHI’s highly successful 340B Contract Pharmacy Program through strategic partnerships with outside community pharmacies within PHI’s service area. John is originally from New York and relocated to Spring Hill, Florida as a young adult in 1989 which is where he still resides today with his wife and their daughter. John obtained his Associate in Science degree from Pasco Hernando State College in 1994. His interests in science and medicine brought him to the University of Florida, where he completed his Bachelor of Science in Pharmacy degree in 1998. He would later obtain his Master in Business Administration from Western Governor’s University in 2018, with a focus in healthcare administration.
Chief Medical Officer
Dr. Alexander Moya currently serves as the Chief Medical Officer for Langley Health Services. He provides leadership and supervises over 30 providers across seven clinical sites located throughout Sumter, Marion and Citrus County. He serves as a liaison between the medical providers and the executive leadership team. Dr. Moya helps to ensure the providers of Langley Health Services are practicing evidence-based medicine and providing care of the utmost quality.
Prior to entering the role of Chief Medical Officer, Dr. Moya was able to begin his leadership role in the organization as the Associate Chief Clinical Officer. He worked in conjunction with two different Chief Clinical Officers during which he was able to gain valuable insight and knowledge into the role, as well as vital leadership skills. The time spent as Associate Chief laid the foundation for success in the Chief Clinical Officer position which involves facilitating a successful multi-specialty clinic that houses a diagnostic radiology facility containing MRI and CT capabilities.
Dr. Moya also provides specialty care to Langley Health Services in the form of Podiatric Medicine. Dr. Moya is a Podiatric Physician who specializes in the foot and ankle. He is able to diagnose and treat various ailments of the lower extremity.
Dr. Moya attended the University of Florida in Gainesville, Florida where he obtained a degree in Nutritional Sciences. This rigorous program of study laid the foundation for his next stage of education at Barry University School of Podiatric Medicine in Miami, Florida. Upon completing four years of medical training, Dr. Moya attended a three-year Podiatric Medicine and Surgery Residency at James A. Haley Veterans’ Hospital in Tampa, Florida. He was able to receive additional training in Reconstructive Rearfoot and Ankle surgical procedures while serving the veterans of our country.
At the end of his residency training, Dr. Moya entered private practice where he was able to care for a large number of patients throughout Florida. Dr. Moya provided care at many Assisted Living Facilities during this time. He also obtained hospital privileges at multiple hospitals throughout the area which allowed him to provide surgical care and provide specialty care for patients admitted to the hospital, along with other specialists of the medical team.
The experience gained during private practice and while on staff at multiple hospital systems facilitated the transition to Dr. Moya’s current role in a Federally Qualified Health Center. Dr. Moya is happy to provide care to the residents of Sumter, Marion and Citrus counties. He hopes to continue offering quality medicine while providing a clinical space for the community to receive the highest caliber care, regardless of ability to pay.
Ms. Amber Judd was born and raised in Pasco County Florida. In 2004, she received her Associate of Science Degree in Nursing from Pasco Hernando State College. Upon graduation she worked with adult medical-surgical patients at St. Joseph’s Hospital in Tampa, Florida. Ms. Judd later found a passion for obstetrics and transitioned into a Labor and Delivery Nurse with UCH Fletcher in Tampa, Florida caring for high risk moms and assisting with the labor and delivery process. Prior to joining Langley Health Services (LHS), she worked with the citizens of Sumter County through the Florida Department of Health in Sumter County as a RN and Nurse Supervisor of School Health Services. During this time, she began her journey back to school to achieve her degree as an Advanced Practice Registered Nurse which concluded with her Masters of Science in Nursing and board certification in Family Practice through the American Nurse Credentialing Center in 2015.
Ms. Judd joined LHS in 2015 as a Family Nurse Practitioner where she has works with patients of all ages. Ms. Judd’s work in the clinic has included routine family medicine, treatment of acute healthcare needs in the walk-in clinic and responding to and treating patient needs during the COVID 19 pandemic. In 2023 Ms. Judd was promoted to Associate Chief Clinical Officer prior to her promotion to Chief Clinical Officer in 2025. She continues to serve the patients of LHS while supporting our mission and advocating for clinical staff throughout the organization.
Chief Financial Officer
Tammy Bowman was born and raised in Michigan. She received a Bachelor of Business Administration with a major in Finance from Saginaw Valley State University in 1991, a Bachelor of Business Administration with a major in Accounting from Baker College in 2013 and became a licensed Certified Public Accountant in 2020.
While attending college, Tammy began working in the banking industry as a teller, in the lending department and in the management trainee program. After graduating and getting married, she
lived in various states and worked for not-for-profit organizations, a physician’s office, a dental office and a public accounting firm. In 2015, Tammy and her family moved to Florida where she began working as an accountant and auditor which afforded her the opportunity to incorporate her knowledge and the ability to work with organizations that are community focused.
Ms. Bowman joined Langley Health Services in 2022 as the Assistant Controller and was promoted to Chief Financial Officer in 2023. She feels that LHS and its mission is a vital part of the community and looks forward to assisting in its continued success.
Chief Dental Officer
Dr. Meaghan Lutes was raised in North Central Florida and prides herself in being a Double Gator Graduate, having earned both her Bachelor’s Degree and Doctor of Medicine in Dentistry from the University of Florida. Dr. Lutes married her college sweetheart and remained in the Gainesville area, where the two enjoy hiking and attending a multitude of collegiate sporting events. Dr. Lutes pursued her passion for community health care and joined the Langley Health Services team in 2018 after graduating from the University of Florida’s College of Dentistry. In 2022, Dr. Lutes was promoted to Chief Dental Officer, and is now privileged to help Langley’s dental patients both through direct patient care as well as through her administrative endeavors. Dr. Lutes currently cares for Langley patients from the Ocala Dental office and enjoys nurturing long lasting relationships with her patients and making her patients feel comfortable during dental visits. Dr. Lutes prides herself in treating all patients with kindness and compassion, and she strives daily to alleviate her patients’ anxieties and make them feel at ease in the dental chair.
As Chief Dental Officer, Dr. Lutes has enjoyed collaborating with the executive leadership team to improve patient care, community outreach, organizational culture, as well as dental services. Dr. Lutes is a natural leader and has enjoyed the challenges and success that she has encountered in her position on the executive team. Dr. Lutes is committed to Langley Health Service’s mission and is looking forward to our future endeavors and expanding our positive impact on our communities.
Chief Revenue Integrity Officer
John Houder currently serves as the Chief Revenue Cycle Integrity Officer for Project Health, Inc. (PHI). In this executive role, John collaborates closely with Chief Executive Officer Vicki Wynns and the Executive Leadership Team to ensure the efficiency, accuracy, and regulatory compliance of patient revenue operations. With more than 30 years of experience in healthcare revenue cycle management, he brings specialized expertise in patient accounting and compliance across hospital systems, clinics, and physician group practices. Before joining PHI, John held leadership positions at UF Health, Orlando Health, Jackson Health System, and Duke University Health System. In these roles, he led large, multi-site teams and drove initiatives that improved operational efficiency and revenue performance. His strategic application of data analytics, system implementations, and process optimization has consistently improved operations and enhanced reimbursement outcomes. John earned a Master of Business Administration from the University of Miami and a Bachelor of Arts degree from Florida International University. He is a Certified FQHC Coder and remains actively involved with the Florida Association of Community Health Centers. Having spent much of his professional life in Miami and Orlando, he now resides in Leesburg, Florida.

Wendi Hileman is the Associate Director of E3 Family Solutions, a nonprofit organization dedicated to empowering youth to make healthy life choices. A lifelong Sumter County resident, Wendi is deeply committed to serving her community through prevention education and youth engagement. She is a certified SRAS Specialist with credentials in Youth Suicide Prevention, Human Trafficking, Trauma Awareness, and Mental Health First Aid. Wendi also serves on the Lake-Sumter Human Trafficking Task Force Council, where she supports local efforts to raise awareness and prevent exploitation.

Kristy Jocelyn has been a resident of Citrus County since approx. 2004. She had been coming to visit Citrus County as a teenager and decided that it was a community she wanted to raise her children in. She has always been driven to be a “helper” and began working in the area of “homelessness” in 2007, having experienced homelessness herself. She began working in the office and then transitioned into Direct Case Management, even working in the juvenile penitentiary system, and eventually in the realm of grants and service navigation. Her true passion is to work directly and advocate for those experiencing homelessness and connecting those in need with the services in the community to assist. She advises several local organizations and currently spearheads the Citrus County Cold Weather Shelter.
