Executive Team Staff Members

Chief Executive Officer
Mr. Chase was born and raised in Gary, Indiana. He attended Indiana University in Bloomington, Indiana, where he received a Bachelor of Arts degree in Biology and a Masters in Business Administration in the fields of Managerial Finance and Quantitative Business Analysis.
Mr. Chase’s career began at United States Steel as a chemist in 1973. After a successful consulting career with Touche Ross & Company (currently Deloitte & Touche), he began his career in the health care industry, in 1984, at Health Concepts Corporation in Louisville, Kentucky as one of their Executive Vice Presidents. For over 29 years he has served a variety of for profit, not-for-profit and quasi-governmental organizations, focusing on health care and services for seniors and, most recently, primary care services. He served as CEO at Lutheran Affiliated Services (LAS), currently Lutheran Senior Life, in Cranberry Twp., PA and at Roosevelt Care Center, Edison, NJ. He also served as the Executive Director for United Healthcare’s Evercare program in Pittsburgh, PA. He is a founding director and chief program designer of LIFE Pittsburgh, the first Program of All-Inclusive Care for the Elderly (PACE), in western Pennsylvania.
Mr. Chase started his career in Federally Qualified Health Centers (FQHC’s) as the CFO at Indiana Health Centers, Indianapolis, IN in 2006. Mr. Chase came to Nevada Health Centers (NVHC) as the Chief Executive Officer in 2008. In his first year at NVHC guided the company through the implementation of a comprehensive electronic medical records system, opened a new access point, Eastern Family Medical and Dental Center in Las Vegas and oversaw a 75% increase in capacity for OB/GYN services. Over the next several years he successfully led NVHC’s efforts to secure much needed ARRA funding. With awards of over $14.3 million, NVHC received the 4th highest ARRA funding among nearly 1,200 health centers across the country. NVHC opened a new clinic in Carlin in 2011 and two flagship locations in Las Vegas and Carson City in early 2012.
Mr. Chase served on the Governor’s HIT (Health Information Technology) Task Force, served on the accreditation committee for the Southern Nevada Health District and served as President of Great Basin Primary Care Association. In both 2011 and 2012, Mr. Chase was awarded the Betsey K. Cooke Grassroots MVP Award by the National Association of Community Health Centers in recognition of his outstanding effort and persistence as a grassroots advocate for America’s health centers and health center patients.

Chief Operating Officer
As a true Floridian, Ms. Vicki Wynns was born in Jacksonville and raised in Sumter County, Florida. In 1984 she received an Associated of Science Degree in Nursing at the Central Florida Community College in Ocala, Florida. Vicki received a Completed Associate of Arts Degree in 2000 from the Lake Sumter Community College in Leesburg, Florida. In 2001, she received a Bachelors of Science of Nursing through the University of Central Florida and holds a Masters in Business Administration – Healthcare Management from Western Governors University.
Ms. Wynns has brought tremendous dedication, energy and motivation to her leadership at LHS. She works with other professionals and leaders to influence the growth and professional development of both clinical and support staff at LHS; as well as to positively impact the health and wellness of the families served by Langley Health Services.

Associate Chief Operating Officer
Rebecca Hallman was born in Felda, Florida and raised in Hernando County, Florida. In 2008, she received a Bachelor of Science degree in Family, Youth, and Community Sciences with a minor in Education from the University of Florida. Upon graduation, she began working for Children’s Medical Services in the Social Work department. In this role, she was able to assist medically needy children and their families to obtain social services that allowed for better health outcomes. While at this job, Ms. Hallman realized her desire to become a nurse that focused in Public Health. In 2014, she graduated from Florida State University with a Bachelor of Science in Nursing and became a State of Florida licensed Registered Nurse in the same year. Prior to joining Langley Health Services (LHS), she worked at St. Joseph’s Hospital (Tampa, FL) in a medical-surgical unit and at another FQHC, Premier Community Healthcare (Dade City, FL), as a RN in the Nurse Family Partnership program.
Ms. Hallman joined LHS in 2015 as a RN Team Lead, was promoted to Director of Nursing and Operations in 2016, and most recently, promoted to Associate Chief Operating Officer in 2021. While in these roles at LHS, she has remained committed to assisting in the improvement of the day-to-day operations at all clinics, improving the quality of care that every patient receives, and building a strong employee team.

Chief Strategy Officer
John M Sivon currently serves as the Chief Strategy Officer for Project Health, Inc. (PHI). In this role, John works closely with the Chief Executive Officer, Tom Chase, in formulating a plan to meet the strategic goals set forth by the organization. John was introduced to PHI while working as a community pharmacist in 2014, and became a member of the PHI team in 2015 as the Director of Pharmacy. While managing the operations of the Pharmacy, his twenty-plus years of community pharmacy experience, during which he was the recipient of the Pfizer Excellence in Community Pharmacy Award, provided the foundation needed to lead his pharmacy team to becoming one of the highest producing service lines within the organization. It was during this time that John also developed PHI’s highly successful 340B Contract Pharmacy Program through strategic partnerships with outside community pharmacies within PHI’s service area. John is originally from New York and relocated to Spring Hill, Florida as a young adult in 1989 which is where he still resides today with his wife and their daughter. John obtained his Associate in Science degree from Pasco Hernando State College in 1994. His interests in science and medicine brought him to the University of Florida, where he completed his Bachelor of Science in Pharmacy degree in 1998. He would later obtain his Master in Business Administration from Western Governor’s University in 2018, with a focus in healthcare administration.

Chief Clinical Officer
Alexander Moya- Chief Clinical Officer
Dr. Alexander Moya currently serves as the Chief Clinical Officer for Langley Health Services. He provides leadership and supervises over 30 providers across seven clinical sites located throughout Sumter, Marion and Citrus County. He serves as a liaison between the medical providers and the executive leadership team. Dr. Moya helps to ensure the providers of Langley Health Services are practicing evidence-based medicine and providing care of the utmost quality.
Prior to entering the role of Chief Clinical Officer, Dr. Moya was able to begin his leadership role in the organization as the Associate Chief Clinical Officer. He worked in conjunction with two different Chief Clinical Officers during which he was able to gain valuable insight and knowledge into the role, as well as vital leadership skills. The time spent as Associate Chief laid the foundation for success in the Chief Clinical Officer position which involves facilitating a successful multi-specialty clinic that houses a diagnostic radiology facility containing MRI and CT capabilities.
Dr. Moya also provides specialty care to Langley Health Services in the form of Podiatric Medicine. Dr. Moya is a Podiatric Physician who specializes in the foot and ankle. He is able to diagnose and treat various ailments of the lower extremity.
Dr. Moya attended the University of Florida in Gainesville, Florida where he obtained a degree in Nutritional Sciences. This rigorous program of study laid the foundation for his next stage of education at Barry University School of Podiatric Medicine in Miami, Florida. Upon completing four years of medical training, Dr. Moya attended a three-year Podiatric Medicine and Surgery Residency at James A. Haley Veterans’ Hospital in Tampa, Florida. He was able to receive additional training in Reconstructive Rearfoot and Ankle surgical procedures while serving the veterans of our country.
At the end of his residency training, Dr. Moya entered private practice where he was able to care for a large number of patients throughout Florida. Dr. Moya provided care at many Assisted Living Facilities during this time. He also obtained hospital privileges at multiple hospitals throughout the area which allowed him to provide surgical care and provide specialty care for patients admitted to the hospital, along with other specialists of the medical team.
The experience gained during private practice and while on staff at multiple hospital systems facilitated the transition to Dr. Moya’s current role in a Federally Qualified Health Center. Dr. Moya is happy to provide care to the residents of Sumter, Marion and Citrus counties. He hopes to continue offering quality medicine while providing a clinical space for the community to receive the highest caliber care, regardless of ability to pay.

Why did you choose healthcare as a career path: I choose healthcare straight out of high school to help others improve their quality of life. I enjoy educating patients and seeing them progress towards their health goals.

Chief Financial Officer
Tammy Bowman was born and raised in Michigan. She received a Bachelor of Business Administration with a major in Finance from Saginaw Valley State University in 1991, a Bachelor of Business Administration with a major in Accounting from Baker College in 2013 and became a licensed Certified Public Accountant in 2020.
While attending college, Tammy began working in the banking industry as a teller, in the lending department and in the management trainee program. After graduating and getting married, she
lived in various states and worked for not-for-profit organizations, a physician’s office, a dental office and a public accounting firm. In 2015, Tammy and her family moved to Florida where she began working as an accountant and auditor which afforded her the opportunity to incorporate her knowledge and the ability to work with organizations that are community focused.
Ms. Bowman joined Langley Health Services in 2022 as the Assistant Controller and was promoted to Chief Financial Officer in 2023. She feels that LHS and its mission is a vital part of the community and looks forward to assisting in its continued success.
